Contemporary discussions in German administrative law are starting to reshape the constitutional framework. To what extent are presumably compelling arguments based on sociological insights into social and technological change? The prevailing view has been that of the systems theory, a theory which has been widely accepted by scholars of administrative law. In this book, the author shows how the premises of the systems theory influence legal arguments. He criticizes the application of the systems theory in legal contexts.
